- U.S Territories and Possessions are not required to provide a PDF printout of the StatsAmerica Big Radius Tool referenced in Section IV.D.1.b. Validation of 50 continuous driving mile radius for each physical location and Section VI.A. Responsiveness Review. Omission of this printout will not result in disqualification of your application.
- However, U.S. Territories and Possessions must adhere to all other stipulations outlined in the Funding Opportunity Announcement, including requirements related to the 50 continuous driving mile radius specified in Section IV.C.1. Statement of Need.

Big Radius Tool: StatsAmerica
StatsAmerica is funded in part by the U.S. Commerce Department’s Economic Development Administration. Their Big Radius Tool must be utilized to determine which counties fall within a 50 continuous driving mile radius of the applicant’s proposed physical location in their proposed Service Delivery Area.
U.S. Department of Labor Veterans’ Employment and Training Services Service Delivery Area Saturation Map
The Saturation Map represents every Department of Housing and Urban Development Continuum of Care served by Homeless Veterans’ Reintegration Program grant recipients. Each Continuum of Care is represented by a color that indicates the saturation level, which is calculated by dividing the total number of Homeless Veterans’ Reintegration Program grant recipients’ annual planned enrollments in the Continuum of Care by the number of veterans experiencing homelessness in the Continuum of Care from the Housing and Urban Development Point-in-Time Count.
Point-in-Time Count
The Point-in-Time Count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. Housing and Urban Development requires that Continuums of Care conduct an annual count of people experiencing homelessness who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night. Continuums of Care also must conduct a count of unsheltered people experiencing homelessness every other year (odd numbered years). Each count is planned, coordinated, and carried out locally.
