The Program Year 2025 (PY25) HVRP FOA has been amended. The FOA Amendment, highlighting the changes to the FOA by section, as well as changes to Attachment A – VETS-704 Form, Abstract and Planned Goals Chart, is available on the Grants.gov website and below.

DOL/VETS Service Delivery Area (SDA) Saturation Map
The Saturation Map represents every Department of Housing and Urban Development (HUD) Continuum of Care (CoC) served by HVRP grant recipients. Each CoC is represented by a color that indicates the saturation level, which is calculated by dividing the total number of HVRP grant recipients’ annual planned enrollments in the CoC by the number of veterans experiencing homelessness (VEH) in the CoC from the HUD Point-in-Time (PIT) Count.
Point-in-Time (PIT) Count
The PIT Count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. HUD requires that CoCs conduct an annual count of people experiencing homelessness who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night. CoCs also must conduct a count of unsheltered people experiencing homelessness every other year (odd numbered years). Each count is planned, coordinated, and carried out locally.

Indirect Cost 101 Webinar
In this National Veterans’ Training Institute (NVTI) webinar, DOL staff review updates to the Uniform Guidance impacting indirect costs; review general information around indirect costs including the different types of costs, allocation base, indirect cost rate, cost allocation plan, and indirect cost proposals due date; and discuss elements of reimbursement including reimbursement of indirect costs via a Rate and a CAP, and the post-closeout adjustments.
