DOL/VETS Service Delivery Area (SDA) Saturation Map
The Saturation Map represents every Department of Housing and Urban Development (HUD) Continuum of Care (CoC) served by HVRP grant recipients. Each CoC is represented by a color that indicates the saturation level, which is calculated by dividing the total number of HVRP grant recipients’ annual planned enrollments in the CoC by the number of veterans experiencing homelessness (VEH) in the CoC from the HUD Point-in-Time (PIT) Count.
Point-in-Time (PIT) Count
The PIT Count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. HUD requires that CoCs conduct an annual count of people experiencing homelessness who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night. CoCs also must conduct a count of unsheltered people experiencing homelessness every other year (odd numbered years). Each count is planned, coordinated, and carried out locally.

Indirect Cost 101 Webinar
