A Clinical Resource Guide for Community Care Centers During the COVID-19 Pandemic

VA’s National Center on Homelessness Among Veterans and the National Health Care for the Homeless Council collaborated to produce A Clinical Resource Guide for Community Care Centers During the COVID-19 Pandemic. This guide raises a holistic awareness for the variety of complex needs of people experiencing homelessness, specifically those residing in community care centers which provide 24/7 shelter, urgent care/medical respite level of care, and COVID-19 infection prevention and control measures.

This guide succinctly captures the social and medical complexities that community care center staff may face. The guide first reviews elements needed to create a supportive and inclusive tone, then offers information on basic medical care during COVID-19, and finally reflects on prevalent health conditions.

Ultimately, the goal of this guide is to support the health and safety of vulnerable individuals while they are receiving care in community care centers, as well as inspire a holistic approach for connecting community care center residents with ongoing health care and social supports that can promote their longer-term stability.

Quarterly Performance Reporting Listening Session

Please join DOL-VETS and Safal Partners on Wednesday, April 7, at 3:00 pm Eastern for the first in a series of quarterly sessions Listening Session for HVRP grantees to discuss Quarterly Performance Reporting. DOL-VETS is eager to hear grantee input, feedback, and experiences about HVRP performance reporting. The session content is for HVRP staff – particularly the personnel who complete quarterly reports (e.g., TPRs) – and the GOTRs who support them.

Before the call, please email any questions you may have to HVRP@DOL.GOV, with the subject line “TPR Listening Session”. We encourage you to include screenshots or “snips” of any specific issues or questions that you would like addressed during the session.

NASWA Vets Committee Hosts Triage Training Session

NASWA Vets Committee Hosts Triage Training Session

NASWA hosted a webinar on March 4, 2021 to over 203 state workforce agency and federal staff on Veterans Triage – the process where American Job Center customers are assessed for potential eligibility for Disabled Veterans Outreach Program (DVOP) specialist services. A new triage tool that covers all of the DVOP service eligibility criteria was recently developed by a NASWA Vets Committee work group. The new tool can be customized with each state’s logo, and the content will be maintained by NASWA to maintain accuracy and compliance with DOL-VETS policy. Other presenters on this virtual session were Sam Mitchell (WA), the chair of the NASWA Vets committee, and Lori Adams, NASWA Veterans Policy Director. This session was recorded, and a link provided to everyone who attended along with copies of the tool. For more information, please contact Lori Adams.

HVRP Funding Opportunity Announcement 

The U.S. Department of Labor announced on January 19, 2021 a Funding Opportunity Announcement to provide services to reintegrate homeless veterans into the labor force by placing them into family-sustaining employment and to stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans.

New Eligibility Updates

On January 11, 2021, the Grant Officer (GO) signed a memorandum stating that DOL-VETS will accept either the VA Medical Centers’ Hospital Inquiry (HINQ) or SQUARES as source documents to establish veteran eligibility for HVRP when the DD-214 is not available. GO Memo 01-21 includes detailed information about how grantees can access these reports. There is no cost to access either of these VA inquiry systems.  

GO Memo 01-21 specifically addresses an element of Veterans’ Program Letter 01-21 (VPL 01-21), issued in November 2020, which required a DD-214 to document the character of discharge.  GO Memo 01-21 authorizes use of HINQ or SQUARES in lieu of the DD-214 through June 30, 2021. 

VPL 01-21: Homeless Veterans’ Reintegration Program Participant Eligibility outlines participant eligibility requirements for HVRP. It clarifies the definitions of at risk and transitioning from incarceration, including a new definition for veterans recently released from incarceration. The most notable change in VPL 01-21 is the following revised definition of active-duty service: 

“For purposes of determining status as an eligible “veteran,” VETS considers full-time active duty service (see 38 U.S.C. § 101(21)) to include time spent in basic training regardless of completion, consistent with program guidance from the Department of Veterans Affairs.”

To help grantees better understand these changes and their on the ground implications, NVTAC hosted a webinar on the recent HVRP eligibility updates, including: a review of VPL 01-21 and GO Memo 01-21 and using the HINQ or SQUARES documentation as alternate source documents to establish veteran eligibility for HVRP in situations where the DD-214 is not readily available. VETS’ Employer Guide to Hiring Veterans

The Department of Labor has approved the VETS’ Employer Guide to Hiring Veterans.  This intent of this guide is to provide accurate information about service member and veteran demographics; share federal, state and other resources for employers to facilitate veteran employment; and make recommendations on how to attract, train, and retain veterans. Many thanks to the Regional Veterans Employment Coordinators who drafted this Guide.  To complement the guide, Laurel Devine recently published a blog to encourage employers to hire Veterans, “Strengthen Your Workforce: Hire Veterans.”
