HVRP is an inherently collaborative project. An HVRP grantee, alone, simply cannot meet the range of needs experienced by a veteran transitioning out of homelessness and into a career. Veterans require multiple supportive services, assistance in coordinating and managing their benefits and, of course, immediate and longer-term housing solutions. Each of these services must be planfully woven into the process of employment development, if that development process is to be successful.
